How Much Should a Service Business Spend on Marketing?
How much should a small business spend on marketing? The SBA gives no set percentage. Build your budget from a jobs goal, booking rate and cost per lead.
By Adam Brewer, founder of Local Voice. Figures checked October 14, 2026.
There's no official rule for how much a small business should spend on marketing, so set your budget from the jobs you need to win. Take the number of sold jobs you want each month, divide by your close rate and your call booking rate, and multiply by what a lead costs you. That's your monthly budget.
The SBA's current marketing guide gives no percentage of revenue. The big published surveys ask corporate marketing leaders, not shop owners. Gartner's 2026 CMO Spend Survey put marketing at 7.8% of company revenue, and most of its respondents worked at companies with more than $1 billion in annual revenue.
Every figure was checked at its source on October 14, 2026. Derived figures are marked as Local Voice calculations.
How much should a small business spend on marketing?
Enough to win the jobs you need, at a cost those jobs can pay for. You can work out that number from four figures you can find in your own records:
Sold jobs you want ÷ close rate ÷ booking rate × cost per lead = monthly marketing budget
A percentage of revenue is easier to set, and it's what most owners hear. The trouble is that it starts from last year's sales instead of next year's goal. It also ignores what a lead costs in your town. Figure 1 compares the two methods.

We recommend starting from the jobs you need.

What does the SBA say about a small business marketing budget?
It says to itemize your costs and measure them. It doesn't give a percentage. The marketing section of the SBA's "Manage your business" guide (updated July 30, 2026) says:
"Include a complete breakdown of the costs of your marketing plan."
"You'll want to keep tracking your costs once you put your plan into action."
"Plan to compare your marketing and sales costs to the revenue it generates."
We checked the whole guide on October 14, 2026. It has no recommended share of revenue for marketing. A 2019 post on the SBA's blog quoted averages from outside surveys, and you'll often see figures like those repeated as "the SBA's recommendation." They aren't in the SBA's current guidance.
What do marketing budget surveys show?
Two surveys of senior marketing leaders put marketing at 7.8% to 9.0% of revenue (Figure 2). Gartner's respondents were mostly at companies with over $1 billion in annual revenue.
Figure 2. Surveys of corporate marketing leaders put marketing at 7.8% to 9.0% of revenue
Marketing budget as a share of company revenue. These are not small business benchmarks.
The CMO Survey: 308 marketing leaders at U.S. for-profit companies, January 7 to 29, 2026. Gartner: 401 CMOs and marketing leaders in North America, the U.K. and Europe, January to March 2026, most at companies with annual revenue over $1 billion.

Use these for context only. Companies with a marketing department budget for things a five-truck shop doesn't, like brand campaigns and marketing staff. And a percentage tells you nothing about whether your next dollar will book a job.
How to build a marketing budget from a booked-jobs goal
Work backward from the jobs. Figure 3 shows the order.
Figure 3. How to set a budget from a jobs goal
Each step uses a number from your own records, or a published benchmark until you have your own.
Source: Local Voice.
Use your own numbers where you have them. Until you do, here are published benchmarks:
Booking rate. ServiceTitan's 2022 data from 3,000+ trade businesses: plumbing 43%, electrical 41%, HVAC 38%, and 24% for shops with fewer than 5 techs.
Close rate. ServiceTitan's May 2026 report found that contractors outside the top 10% close 62% of estimates during the same visit. The top 10% close 77%.
Cost per lead. Your ad account has it. The next section has a benchmark.
Job value. Your invoices, or Angi's national averages, such as $1,348 for a water heater replacement.
Riverside Plumbing, the example business we use on this site, wants 10 more water heater replacements a month from paid search.
10 sold jobs ÷ 62% close rate = 16.1 booked appointments.
16.1 ÷ 43% plumbing booking rate = 38 calls, rounded up.
38 calls × $90.92 per lead = $3,455 a month.
10 jobs × $1,348 = $13,480 in revenue. The ad budget is 25.6% of it.
All of it is a Local Voice calculation from published averages. Riverside's own rates would change every line.
Run the same math for different jobs and the answer swings hard (Table 1).
Table 1. Monthly ad budget to sell 10 jobs at $90.92 per lead (Local Voice calculation)
Inputs: 62% close rate (ServiceTitan, 2026); booking rates by trade (ServiceTitan, 2022); $90.92 median cost per lead for Home & Home Improvement (WordStream, 2026); average job values from Angi (updated July 20 to August 4, 2026). Revenue, not profit.
Two lessons come out of that table. First, at the median cost per lead, small tickets don't cover the leads on the first visit. At $350 a repair, 10 jobs bring in less than the leads cost. Any payoff comes from repeat work and later replacement calls, so track those customers over a year, not a month.
Second, your booking rate moves the budget as much as your ad price does. At the 24% booking rate ServiceTitan found for shops with fewer than 5 techs, the same water heater goal takes 68 calls and $6,183 a month (Local Voice calculation). Every point of booking rate you gain lowers the cost of hitting the same goal. Our guide to tracking your call booking rate shows how to measure yours.
What does a lead cost a home service business?
For search ad campaigns on Google Ads and Microsoft Ads, the median was $90.92 for Home & Home Improvement in WordStream's 2026 benchmarks. That's above the $66.69 all-industry median (Figure 4).
Figure 4. Home & Home Improvement leads cost a median $90.92 in paid search
Median cost per lead, search ad campaigns on Google Ads and Microsoft Ads, April 2025 to March 2026. Selected categories.
WordStream's "averages" are medians. Each subcategory includes at least 52 active campaigns. A lead is a conversion the advertiser tracks, not a booked job.
Source: WordStream, "Google Ads Benchmarks 2026" (Susie Marino, updated September 16, 2026). 13,474 U.S. search advertising campaigns on Google Ads and Microsoft Ads.
A lead isn't a job. At the 43% plumbing booking rate and a 62% close rate, a $90.92 lead works out to about $211 per booked appointment and $341 per sold job (Local Voice calculation). That's the number to hold up against your average ticket.
The same report puts the Home & Home Improvement conversion rate at 8.05% and the cost per click at $8.33. Treat these as a starting guess. A plumber's cost per lead in a big metro can look nothing like a roofer's in a small town. After a month or two, your own number replaces the benchmark.
When you set a Google Ads budget, Google works from a daily figure. Its help page says to divide the monthly amount by 30.4. You may be charged up to "two times your average daily budget for most campaigns" on a given day, but not more than 30.4 times it in a month. For the $3,455 example, that's about $114 a day (Local Voice calculation).
If you run Local Services Ads, our plain-English guide to Google Local Services Ads covers how they're priced.
Where do home service businesses get their leads?
Owners name referrals and repeat customers most often. In Jobber's 2026 Home Service Trends Report, a survey of 1,050 U.S. home service business owners, 59% named referrals and 59% named repeat customers as top lead sources (Figure 5).
Figure 5. 59% of home service pros count referrals as a top lead source, against 20% for Google Search

The shares add up to well over 100%, so owners appear to have named more than one source. Jobber doesn't say how many they could pick.

Referrals and repeat work cost little in cash, but they don't happen on their own. They come from good work and steady follow-up, including asking for reviews. Our guide on how to get more Google reviews covers the asking. Spend paid budget to fill the gap between what referrals bring in and your jobs goal.
How should you split the budget across channels?
Start with what costs the least cash, then add paid channels one at a time. This is our advice, not a benchmark:
Keep a steady base: ask for reviews after every job, keep your Google Business Profile current and stay in touch with past customers.
Add one paid channel at a time, so you can tell which one produced the jobs.
Give each new channel a month or two before you judge it, and judge it on cost per booked job.
Move money toward the channel with the lowest cost per booked job, as long as it can deliver the volume you need.
Plan around your busy season too. ServiceTitan's August 2026 report found January water heater installs ran 18% to 24% above an average month in 2024 and 2025. A plumber chasing those jobs wants the budget live before the cold hits, not after. Our seasonal marketing calendar for home service businesses maps out the year.
How do you know if your marketing budget is working?
Compare what you spent with the booked work it brought in, every month. The SBA's guide also says to compare marketing costs with the revenue they bring in. Figure 6 is the short list we'd track.

Track each line by channel: Google Ads, Local Services Ads, referrals and so on.

If the cost per booked job is more than the job can carry, fix the cheaper problems first. Answer more of the calls you already get, and book more of them. Then decide whether to spend more. Our home service marketing plan for 2027 walks through setting the goal and picking channels.
A paid lead that rings out is money spent for nothing. Quo's August 2026 analysis of 16.7 million missed business calls found 69% got no callback within 48 hours. See what yours cost with the missed call calculator or our guide to calculating what a missed call costs. If calls go unanswered at night, an after-hours AI answering service can pick them up and book the job.
Frequently asked questions
What percentage of revenue should a small business spend on marketing?
There's no official percentage. The SBA's current guide doesn't give one. Surveys of corporate marketing leaders put marketing at 7.8% (Gartner, 2026) and 9.0% (The CMO Survey, spring 2026) of revenue, but those aren't small business benchmarks. Build your budget from the jobs you need instead.
Does the SBA recommend a marketing budget percentage?
No. The marketing section of its "Manage your business" guide says to break down the costs of your marketing plan, keep tracking them and compare them to the revenue they generate. It gives no share of revenue.
How do I calculate a marketing budget from a jobs goal?
Divide the sold jobs you want by your close rate, then by your call booking rate, and multiply by your cost per lead. At a 62% close rate, a 43% booking rate and $90.92 per lead, 10 sold jobs take 38 calls and about $3,455 a month.
What is a typical cost per lead for a home service business?
WordStream's 2026 benchmarks put the median cost per lead for Home & Home Improvement search ad campaigns at $90.92, against $66.69 across all industries. Your own cost depends on your market and trade. Use your ad account's number once you have a month or two of data.
How do I turn a monthly budget into a Google Ads daily budget?
Divide the monthly amount by 30.4. Google can spend up to twice your average daily budget on a given day for most campaigns, but not more than 30.4 times it in a month.
Where should a small service business spend its marketing budget first?
Start with what already brings in work, since 59% of home service owners in Jobber's 2026 survey named referrals as a top lead source. Ask for reviews and answer every call. Then put paid budget where you can measure the cost per booked job.

Calculations
Booked appointments: 10 ÷ 0.62 = 16.1, rounded to one decimal as in our missed call calculator. Calls needed: 16.1 ÷ booking rate, rounded up to a whole call (16.1 ÷ 0.43 = 37.4, so 38; ÷ 0.41 = 39.3, so 40; ÷ 0.38 = 42.4, so 43; ÷ 0.24 = 67.1, so 68). Budget: calls × $90.92, rounded to the dollar (38 × $90.92 = $3,454.96). Revenue: 10 × the Angi average. Share of revenue: budget ÷ revenue (for example, $3,910 ÷ $3,500 = 111.7%). Daily budget: $3,455 ÷ 30.4 = $113.65. Cost per booked appointment: $90.92 ÷ 0.43 = $211.44. Cost per sold job: $90.92 ÷ 0.43 ÷ 0.62 = $341.04. The $3,455 example works out to $345.50 per sold job because calls are rounded up to whole calls.
Limits
Table 1 treats each paid lead as one call, applies 2022 booking rates and a close rate for estimates to every booked call, and uses national average job values and a median cost per lead from a different source. It counts revenue, not profit. Your own numbers will differ.
What we left out
The widely repeated claim that the SBA recommends a set share of revenue for marketing, because the SBA's current guide doesn't say so. The averages in the 2019 SBA blog post, because they're secondhand. The CMO Survey's breakdowns by company size and industry, because the published report doesn't let us pair each figure with its group reliably.
